LEAD uses data to inform community action to elevate the number of Elkhart County residents with high-value credentials
The Learning, Engagement, and Attainment Dashboard (LEAD) was developed through a partnership of multiple organizations who are committed to using data to advance critical conversations and measurable action to improve education and training pathways in our community. There has been a continued interest in ensuring our collective work is data informed and using data effectively to identify our community’s strengths and areas for growth. This includes understanding our ability to provide accessible opportunities for all, and a commitment to working to reduce disparities to access and success. Horizon Education Alliance (HEA) provides the backbone data and research support for LEAD.
Key Definitions
High-value credential: High-value credentials include Indiana’s promoted industry certifications, postsecondary certificates, and postsecondary degrees
Attainment: Attainment refers to the percentage of adults (ages 25 years and older) in a community who have earned one or more high-value credentials. When broken out by education level, attainment percentages reflect the highest credential earned by an individual.

Data Dashboard
The indicators included in the dashboard have been selected based on a combination of the following criteria: 1) relevance and significance of the data to the community’s efforts, 2) availability of a consistent and quality source, 3) ability to disaggregate the data to identify disparities, and 4) the extent to which the indicator provides clear and actionable information.
Indicators were selected for the dashboard using a strengths-based perspective. The indicators represent areas where we hope to see continued improvement in our community.
